The house was built by E. S. S. Rouse, who was a very prominent citizen of Mount Vernon throughout most of the 19th century.  Rouse served as a captain in the War of 1812, and later became Mayor and a City Councilman.  He went on to edit and publish The Western Home Visitor, a literary journal that's readership extended well beyond central Ohio.

Although not as elaborate as some of the houses on East High Street, the E. S. S. Rouse home is a nicely preserved Italianate home, with large pine trees on either side.  Prominent features include a bay window and a heavily bracketed cornice.  The addition to the rear was most likely added in the late-19th century.
